Who is a competent person?
Just like for health and safety, you must choose one or more competent people to help you meet your fire safety duties. These people can include your Health and Safety officer and/or appointed fire wardens.
This person can be an employee or consultant, such as an expert safety consultant. They should have enough knowledge, skills and experience to carry out their role.
What are their duties?
A competent person helps the responsible person make sure the premises meet fire safety requirements and that everyone knows how to stay safe.
They must understand current fire safety laws and standards, as their duties could include making sure that:

- a fire safety policy is in place and regularly updated;
- fire drills are carried out, recorded, and reviewed;
- everyone is informed about fire procedures, equipment locations, and escape routes;

- fire alarms, exits, and emergency lighting are tested regularly and logged;
- all staff know how to raise the alarm and evacuate safely;
- a signing-in and out system is maintained;
- staff understand that evacuation is the top priority in any fire, using the nearest exit without taking risks;
- Personal Emergency Evacuation Plans (PEEPs) are in place, reviewed, and communicated where needed;
- vulnerable people can evacuate safely;
- assembly points are clearly marked, and no one leaves them without permission;
- the Fire Brigade is called immediately on 999 for any fire, and everyone is accounted for;
- electrical inspections (PAT and fixed wiring) are carried out and recorded;
- smoke and fire alarms are installed, tested, and maintained;
- faults in fire doors, alarms, or safety equipment are fixed quickly;
